  1. It means that you probably bought something online and the company you bought from has checked with the credit card company to ensure you can charge the item and they have found out you can.  Next, they are telling you that they won't charge the credit card until they actually ship the order.  This protects you form running up a balance until you know the stuff has been shipped - especially if it has to be back ordered.  Not said by implied is the idea that you should make sure you don't make large charges that can run your credit card balance up to your limit, because they still need enough space to charge you for whatever you ordered.  Also, they will let you know when the item(s) ship and then you can expect the charge to be on your credit card.
