It means go to the window screen and change x-min to 0, x-max to 1, (for the first set of brackets), y-min to 0, and y-max to 1 ( for the second set of brackets)

These will be the min and max on each axes that appears in the window of a graph

On a TI83 or 84, it's the second button from the left on the very top row
