What does this mean exactly?

There is a job opening with the School Board. The job title is "Placement Steno". There is not much in the job description that defines the job. What do you think it entails?

Other than random guesses of what that might entail, why don't you call them and ask the HR person what it is?  Or request that they add more information to the description?  You do not have to give your name, or tell them specifics if you are worried it will come back on you in some way.

I would assume it was for a stenographer who deals with human resources (placement) issues.  You would have to either know shorthand or be able to transcribe interviews.
