It's French, but definitely not from France. I'm not sure, but it looks like French from Belgium. And there are mistakes.

If you gave us the context, it would be easier... Who wrote this ? Looks like it's a man talking, either a teen or in the twenties..

My guess:

"sa gère le bord!" = "ça gère" = it's slang, meaning "it's awesome", "it's great", and so on...

"Panam" = slang too, synonym for Paris.

"Couz" = "cousin" = slang, equivalent of "buddy", "man", "dude", and so on...

So it would give us:
