What does this mean in housing?

About three years ago, the woman in the flat below my partner decided to have a late night party from 7pm til 5am in the morning. She isnt a very nice woman at all. My partner contacted environmental health about the extreme noise from her flat and apparently she got a letter saying she has been "black listed". What does this mean for her now, and in the future? Thanks

    P.S.--I don't know what consequences that will bring for her.  I've always called the cops when there's too much noise, so have never heard of the "environmental health" dept....can't help you there.
