Someone typed it to me in a letter, are they happy sad annoyed?

Well, if you turned it sideways you could have sad/happy or if you look closely you could see a cow's face. The two upper dots are the eyes and the (:) is the nose and mouth.

Really, you would have to get them to explain it to you. Gives you a reason to answer their letter.

I guess it means they're sad and happy. I don't know the relationship between you and your friend, but maybe they're sad you're not there, but happy because they like it where they are.
