What does this mean??????

A black licence tag with a blue line across it. I've seen a lot of cars with this licence tag on their front bumber. Some cars have it as stickers on the back winshield. What does it mean??

It is a reference to police officers (the thin blue line) many people put it on their car to prevent tickets, mistakenly believing that the officer will see that the driver supports police and will, out of the goodness of his or her heart not give the ticket. . .(it doesnt work)
