Every year it is good to turn up the dirt and to mix it with new soil. Use a Rake or a Hoe and just move it back and forth a couple times along the dirt so that it stirs it up and becomes loose. It is your choice to buy fresh soil from a store and mix it in the bed. It isn't necessity it just promotes healthier better plants. Do it over the whole bed.  Spray weed killer also.....I learned it is best to do the weed killer before you plant the flowers.

Yes weeding and maybe fertilizing...or...planting new annuals for the coming season...maybe trimming the annuals..anything to bring the bed up to date
