Well, if it by chance came via a woman on his father's side, like his father's mother or grandmother, then it would have passed down via the mitochondrial on his dad's side and he would not have gotten it since his mitochondrial would have come from his mother.

it means Mr. J is an African American who is 66% African (black) and 34% European/Caucasian.  His father was white of European lineage, and his mother was African-American with ancestors originating in the Tikar tribe.
