This is one of those sayings that don't seem to make much sense.  It means hurry up and do something, before it goes out of style.  Another way of thinking about the saying is: if you hurry up and do it now, it's still cool because it's still fashionable, but if you wait, it'll be uncool to do it because it will be out of style.
