What does this proverb mean?

Ok, it's:

His brains hang at the top of his fez.

I know that fez is a hat, but what is that saying? it's a Lebanese proverb if that helps

usually the brain is inside the head...i guess this proverb means tht person who tell c**p n act like ignorant their brain hang out i.e., above their hat

I would assume that its talking about how smart the person is. Not only does he have a lot of brains, he has so much its coming out of his hat.

At the top of a fez is a tassel.  Think "tassel-brain".
