exactly what is it explaining?

  1. She's pointing at her A because she was the adulteress and she's pointing at Dimsdale's chest because he deserves to have the same A.  He's Pearl's father!

I haven't read The Scarlett Letter in a few years, but I believe this is dealing with the Reverend's guilt about committing adultery with Hester Prynne.  Hester is enduring public shame by wearing the scarlett letter while the Reverend is not carrying out any kind of penance for his sins.  He feels guilty for having Hester receive all the blame.
