What does this road sign mean?

This is by parking meters:

"2 HOUR PARKING 9 AM TO 9 PM EXCEPT SUNDAYS."

And before 9 AM and after 9 PM, the meters don't accept any coins. So, does that mean they are free overnight? Or does it mean you aren't allowed to park there overnight? Also, are they free on Sundays?

  1. This is a two part regulation sign

    You can ONLY park for a total of two hours, from 9am to 9pm, and not at any other time. You have to pay to park there , from 9 am to 9 pm.

    During all other times it is a no parking zone, including over night.

    You cannot  park there on  Sundays.

    on sundays and from 9pm to 9am mon-sat, parking is free.

    if no parking is allowed, trust me, it will say no parking.

    sometimes you do come across signs that have BOTH restrictions.

    if you really want to know for sure, go ask at the desk of the local police department.

It means that between the hours of (am and (PM you must pay to park there with a two hour maximum.  (police will ticket you if you remain longer than two hours even if you have put money in the meter).  Parking is permitted between 9pm and 9AM without restriction on times and it is free (yes also free on Sunday)
