What does this saying mean: Never trust a man whose shoulders are whiter than his ***" ?

we heard this saying on NPR's This American Life today (June 2, 2008) and we don't know what it means - the speaker was talking about how you can't trust bureaucrats

  1. The speaker was referring to people who do no actual physical labor for a living, consequently never getting a "farmer's tan".  Often people who have little knowledge or ability to do certain types of work are responsible for making decisions that directly affect the workers, sometimes with less than ideal results.

  3. lol..hm. I've never heard it but my guess would be not to trust a man who doesn't know what it's like to work hard. That's just a guess.
