it's an emoticon.

it's supposed to be someone sticking their tongue out. the tongue is the curved part of the P, and the equals sign = is the eyes.

Like everyone says - it is a text smiley  and you read it left to right. Imagine it being turned 90 degrees to the right; then it should make more sense. It's supposed to be a happy smiley face with its tongue sticking out to mean "I'm only joking" or "I'm being playful".

So if a friend types, "Hello my lover =P" they are joking around and you should not assume that they are hitting on you. Similarly, "I hate you =P" is a joke and the person is probably rather fond of you or they wouldn't say such a thing. Think of it as a text-based give-away smile; it tells you when people are pulling your leg or playing around.
