You have the quote slightly wrong.  It is a sort of lullaby, but it  has the deeper meaning of war.  Fragile shells in the foam, maybe like drowning in doubt.  Obviously, the other part is about well-wished for the kids to come home.  Leaves on the vine fall in winter...  So it is a bad time, and soldiers are falling.
