FRENILLOS

What does it mean?? I'm confused.

(Just asked this question a minute ago but didn't get the answers i wanted.....it is definitely not a name-i know that for sure!)

    a couple of small brakes (which have no so much sense)

    to have a speech defect (tener Frenillo)

    or

    the same as fraenum or frenum (related to p***s) but in plural
