What does this stamp mean?

I wanted to issue a Tourist visa for the US and the counsler refused and stamped a blue stamp on my passport, holding "application received by the US embassy"

Is this considered a refusal.

I am asking this coz on issuing visas for other countries there is a question in the application form asking "have u been refused in issuing any visa for any countrty before?"

  1. What you are really asking is "Do I have to tell the truth about having been refused a US visa?" and of course, the answer is, "Yes, you should tell the truth."  If you do not, your lie will be found out, and it will make it even more difficult to ever get a visa - countries are very good now about sharing information about visa applicants, especially refusals.


  2. Have you been refused in issuing any visa for any country before?  ( This question is just asking you if you were applying a VISA in any country and you was denied)  

    if they hold your passport; it means they review or investigating your documents again.

    Blue slip? I don't know if that is denial or hold.

  3. Its just a reference showing how many times you have applied for a visa
