What does this symbol mean? Please look - very important.?

I found this patch and NEED to know what it means & who would wear it. I've been told its a biker patch (perhaps a chapter of the h***s Angels) or possibly just a union patch. Either way, I need to identify it. This is of the utmost importance to someones safety so only serious answers please. Thank you.
