What does toning lotions do?

Hi,usually when you say "tone" i would think working out to tone your body and make it hard and stuff but what does exactly "tone" your face stand for? i see a lot of products "toners" that say that tones your face and does that what is exactly the process? or the results you expect to see? im referring to toning lotions.. thanks

they are suppost   to  tighten  up  the  tissue  below  the  skins  surface   but  you  have  to  be  consistant  with  them   they  will  work  but  it  takes  about 6  weeks  to  even  see  a  single  result
