What does tv censorship mean?

  1. There are certain things that are generally considered offensive that, by law, can not be shown or said on free over the air broadcast TV.

    Subscription services, like Cable and Satellite, the viewer must purposely invite into their home so they are not restricted.  It's assumed that, if the subscriber is paying for a service, he/she wants and approves of it.  

    So, cable has p**n channels and broadcast TV doesn't.
