What dollar amount was the 2007 U.S. foreign aid "total"?

My last question was answered with a 2006 total that I think is wrong. anyone know? Not counting the war effort, just the handouts

21.3 Billion is a good guess for 2007 but I think there might be some funds for Iraq reconstruction with that amount
