What edit effect is this?

I'm wondering if anyone can help me out with this. I want to know how to edit pictures like this (links given below, girl in pictures is Brookelle Mckenzie), or what the effect is called. What editing program can I do this on? It makes the picture seem very clear and clean, if you know what I mean. I really want to know!

you could sharpen them.

that comes with most editing softwares, also lunapic.com

picasa is free and has certain effects that could clear it up a bit.

also, photofiltre is free and has some different things, but idk if it has a sharpen tool.

she also could have a professional camera.
