    Solute potential is a measure of the easiness with which water moves from one place to another due to processes such as osmosis.

    To give you a better idea, think of it this way: solute potential is kind of like how able a solution is to dissolve solutes. The more concentrated, the less likely the solution will dissolve more solutes. The less concentrated, the more likely the solution will dissolve more solutes. So, as you add more solutes, the solution technically gets more concentrated, so the solute potential decreases.
