  1. It places an emphasis on the protection surrounding the child. When I read it - I get the idea that THIS child is STRONGLY protected. Otherwise, if commas were used, I'd get the idea that the parents, school, and police are around this child; a clicking off of a list, nothing more.


  2. It is also a form of writing called parallel structure and so by using this structure your mind subconsciously does make each individual stand out to you.
