There are no guarantees that quarks are absolutely fundamental particles, but so far there is no evidence that requires a more complex theory with quarks being made of even smaller particles; all experimental results are consistent with quarks being fundamental.

By Occam's razor (all else being equal, the simplest theory is the one you use) we'll stick with the theory that quarks are fundamental until some evidence requires a change.

The things that ensure quarks are the most fundamental particles are the exact same things that used to ensure that protons, neutrons, and electrons are the most fundamental; and before that, earth, are, fire, and water...  you get my point.  Nothing ensures what you ask.
