  1. It means he is quoting from the script of a spy movie.  


  2. I think it means that they have been watching too many movies.

    But, in that movie world, I think that the phrase is "terminate with extreme prejudice".

    I think I like your version better though. It is closer to the actual meaning of what is being implied.

  3. Meaning that the order (an assasination or killing, usually) must be carried out without regard to any circumstance. Example: If a target is to be taken down it matters not that innocent bystanders are affected. It is likely desirable to limit collateral damage but the order must be executed with no exception! Nasty business heh?
