  1. City councils meet at appointed times & places to conduct the business of each city according to a previously prepared agenda.  Examples may include:  appointments to committees; setting the budget; applications for grants for sewers; opening of bids for vendors of city services; pay increases for elected officials & city employees, etc.

Generally, each city must conduct these public sessions in accordance with the equivalent of a state's "open meetings act" which become effective after Nixon's Watergate scandal back in the 1970's.

Agenda are prepared in advance & these are available in advance to members of the public.  Citizenship is NOT required.

Also, members of the public cannot be compelled to sign in to either attend or to voice an opinion on the topic being discussed.  These rights are further not limited to able-bodied persons as "reasonable accommodations" must be made by the city for the participation of the disabled; this is mandated by the 1991 US Americans with Disabilities Act (ADA).

In many areas, the city council meetings are broadcast via the public access channel on cable TV.

To learn more about the specific City Council meeting in your city, contact, the Mayor, City Manager or City Hall.

To learn even more about how your city functions, get a copy or go to the local library to read your city's charter.  This is the equivalent of the US Constitution for the obligations & limitations of power to the municipal unit of government.

  2. usually a lot of BS. most are just a show this are decided before hand over cocktails

have you noticed when something controversial comes up for a vote ,ie raising taxes or their pay, the results are split but the raises or taxes go through
