  1. yes, what paco has informed is correct. It is legitimate and must always contain the correct and updated address at all times if they move they must notify the consulate to update. In illinois there are several banks that will accept this as legal ID to open up bank accounts.

The official purpose of the card is to demonstrate that the bearer is a Mexican national living outside of Mexico. It includes an official Government of Mexico issued ID number and bears a photograph and address of the Mexican National to whom it is issued.
