    And yes, it can show arrests without convictions. That will mostly show on the local check. Local is usually city and county, not state.

  3. III is the Interstate Identification Index.  It correlates a person's criminal history/histories for each State, by the FBI number associated with each set of fingerprints.

    For example.  You're arrested for indictable offenses in NJ and PA.  You'd have a NJ SBI (State Bureau of Identification) number and an FBI number assigned, once your prints are submitted to each agency.  When you're arrested and printed in PA, you'll receive PA's version of an SBI number and the federal card will return your same FBI number.  III will allow an agency to find your FBI number and, with it, each and every State ID number, as well as the criminal histories associated with them.
