What exactly is a "Safety Corridor"? What is it's purpose?

For example, there is a stretch of Interstate-10 between El Paso, Texas and Las Cruces, New Mexico that is called a "safety corridor". Speeding fines are doubled in this so called "safety corridor". That was the only explanation on the road signs, but what is it exactly?

  1. This is not really a safety corridor... It is an increased income corridor for the local police agencies who enforce the speed limits.

    The agencies combined crash data with public comment to determine the location of a Highway Safety Corridor.

  4. A "Safety Corridor" is usually a stretch of roadway (not necesarily a highway) where a large number of accidents have occurred. The local community board and police agency have determined that that particular roadway will have stricter enforcement.

    There are a wide variety of ways to do so, including: a) higher fines for infractions committed on that roadway, b) red light cameras (which we have in NYC), c) speed cameras.
