  1. Martial Law is when for whatever reason the state of the country is thought to be unabled to be controlled by regular policing. In that case the army takes over the job of policing with much harsher results. Martial Law is declared. Soldiers have guns and are trained to kill. Policemen have guns but are not so liable to use them (one hopes)
