  1. The child tax credit isn't a refundable credit, which means that it can only reduce your taxes, can't give more back than you pay in.

    EIC (Earned Income Credit) is refundable, which means that you can get back more than you paid in, but you have to have a social security number valid for employment, not just an ITIN, to be eligible - if you file a joint return, both spouses must have a valid ss#.

    And as for pal_0131's answer, people with an ITIN aren't eligible for a stimulus payment - the original house bill let that slip through, but it was changed in the senate before it was passed and enacted.

An ITIN is not eligible for EIC or CTC; it is a temporary number issued  for purposes of filing a tax return.  Sometimes people don't have the necessary documentation or paperwork to fill out the application for a social security card; and the ITIN lets them exist legally within the system while they are working on the rest of the game plan.

The purpose of an ITIN is to allow someone who is ineligible for an SSN to report their income and pay their taxes.  It's not limited to illegals, by the way.  ANYONE with US income is subject to US taxation.  Citizens, lawful permanent residents, and folks with a work permit or work visa get an SSN.  Others are not eligible for an SSN but still must pay taxes on their income, hence the ITIN.

    Most of the refundable credits (and the rebates) require that the qualifying individual have an SSN valid for work in the US so an illegal isn't eligible for them.  Period.

    Your assumption that all illegals don't make enough money to pay taxes is incorrect.  Plenty of them DO earn enough money to pay taxes and many of them DO pay taxes.  I know at least one illegal who pulls over 6 figures doing home repairs and light construction.  I did his taxes and trust me, he paid through the nose!  (And I wish that everyone had as good a set of records as that guy does.  Doing his taxes was a pleasure!)

    The $146 billion stimulus package intended to jolt the economy by giving taxpayers rebates up to $1,200 includes cash returns for illegal immigrants who pay taxes.

    Under the plan passed by the House, illegal immigrants who qualify as "resident aliens" and earned a minimum of $3,000 would be eligible for rebates of between $300-$600, FOX News has learned.

    Only those illegals who have been assigned an Individual Tax Identification Number that allows them to file income taxes would be eligible. Resident aliens are defined as people who spend a "substantial" amount of time in the U.S. and have not been deported.

    The provision has irked illegal immigration opponents, who say the assigning of TINs and collection of taxes from illegals sanctions their presence in the country.

    Rep. Tom Tancredo, R-Colo., told FOX News that the bill will certainly stimulate "more illegal immigration."

    The problem with your statement is assuming that Illegals don't make enough money to pay taxes.  Your clearly mistaken, and are voicing your racist or prejudices to the masses.  But guess what.  Your in a country that enables you to do so.

    It's almost like saying most blondes are stupid, so speak to them really slowly, and use pictures when necessary.

    ITIN's are provided to these (even though they are illegals), so that they can build a credit rating and enjoy all of the freedoms that this country provides.  Keep in mind, that everyone that comes to this Country is Illegal initially.  One would hope that they would take the necessary steps, in becoming a U.S citizen.

    Oh and for the record.  Most places that I checked here in the U S of A charges a tax.  Whether it be property, retail, gas, etc.  

    And in most cases these illegals are working jobs that most americans feel are "beneath" them.

    Just my two cents.
