What eyeliner is the best?

Pencil is best. Try the mac pencil eyeline. it doesnt rub off!

i also think the pencil revlon is the best. i've tried a few different kinds and that one works the best

If you get a cheap eyeliner that's not from a good brand it's more likely to rub off. Gel is great but it takes practice to apply it properly and it can get messy if you don't know what your doing. I personally prefer pencil eyeliner because it's easy to use. I like the ones that you can roll up to use and down when your done because they don't need to be sharpened. Try eyeliner matic from Maybelline. It's not exspensive but it looks nice and stays on.

My wife said waterproof pencil will do good. She uses REVLON pencil and she recommends that since it doesn't rubs away for her!!!

My friend was telling me yesterday

Napolen Perdis China Doll Eyeliner

is really good and dosnt come off.

and it stays on so well when you try to take it off its really hard.
