What eyeliner is the best to use that wont smudge or run during the day?

i need dark black eyeliner that wont run to the bottom of my eye...i have maybelliene but it doesnt work for me....

Try a liquid. Pencils are great, but I have found that they smudge all day long.  If you like the way a pencil handles one of the major drug store brands (I can picture it in my head, but can't think of the brand... Covergirl maybe) Makes a felt tip pen, so liquid eyeliner applies more like a pencil.
