What eyeshadow color/kind is best for my friend?

She has brown eyes and brown hair, semi-tan skin.

So all neautrals and browns will suit her. Tell her to look carefully to see if there are flecks of any other colour in them - such as gold, green or blue flecks - these colours can be used at night for special occasions when you want to add glamour to the eyes.

Also use a brow pencil and eyeliner to match her hair colour - see if light or dark browns look best.
