  1. The simple answer, Filler, is newsworthiness.....which breaks down a few ways:

    Importance to life/health/safety of the public

    Public interest in the subject

    Timeliness

    And the last aspect is the time the article came into the news room

    Newspapers have "alive" and "away" pages that close as the printing deadline comes closer.  At the end, only Page 1 might be still open to take a new article without a remake of the inside "jump" page (where articles are continued).

    The more important articles are placed on right-hand pages, and the most important at the top of the page.  Left-hand pages are used for routine and obligatory articles (like the weather and international briefs).

    Use Google to look up "pagination" and you will find style sheets and more information about article placement in newspapers.

    always look to page ten I say you usually find the really important items there for some reason with the smallest main title possible.

    Usually something that concerns real issues of importance that ministers do not wish you to see.
