What factors influence the formation of hurricane-waves?

I have noticed some waves forming around Mexico- Guatemala.

The hurricane winds, although they are correctly illustrated on the weather channel as circular, to an observer on the ground they appear to be straight directional winds.  They also act in a single directional manner on the waves, but as the storm moves, its circular form moves forward as a circle with it various circular arcs changing its direction to the stationary observer on the ground.  It is the power of the wind, acting somewhat as a vacuum, that lifts the sea and drives its top portion forward as a tide or waves.
