Seeing how this question is in the boat section, my answer will be in boat terms.  A displacement hull is the most efficient.  The most fuel efficient type of boat is a sailboat.

There is only one issue that will make the American consumer sit up and take notice and that is getting slammed in the wallet.  There are some environmentally conscious people here, but until it is a matter of money, this nation is mostly talk and inaction.

MONEY fuel cost are totally out of control whether it be ship,plane ot truck money is the major concern of all these systems. Most of the money goes into the fuel tank so the less fuel you use the more money can go to your bottom line or a cheap cost to your customers means they will use your service way more often than your higher cost competition.
