inflation is the main thing that can change interest rates. If people are still spending and the economy is at full employment the reserve bank will increase interest rates. increasing interest rates will decrease spending and therefore inflation.

If the economy needs boosting then the reserve bank will decrease interest rates so money is more readily available and people will spend more.
