This quote comes from Confuscius.  Several quote sites on the web identify this quote as being said by Confuscius.

I am a Library & Information Science student so I wanted to make sure I found a reliable source with this information that you can easily access online.  I found through google books the Dictionary of Quotations from Ancient and Modern English and Foreign Sources By James Wood.  On page 152 in this book it clearly states the quote and who said it.  A direct link to the book is found below.

geeee jason - han fei tze and now confucius.  u love yellow, dont u?  welcome to china - its mesmerizing and the bahai writings said more than 100 yrs ago that china is the country of the future. this was said during the anarchy, humiliation and mess china was in then!

confucius said many things that make interesting reading.  just today's paper showed an article abt the CCP reviving the interest in his teachings esp with the onslaught of capitalism and inability to control and contain the materialism and consumerism with outdated communist dogmas.
