Just buy small cheap fish like tetras and guppies. If they don't get along then just forget about it. The most important thing your DP tank needs if decor, weather its live or fake. If a DP cant see his tank mates 100% of the time it will be much less aggressive. You want tall plants that reach all the way up to the top, I also highly recommend java moss.

  2. Other fin nippers such as tiger barbs and other puffers.

  3. I would only buy cheap fish and see how they do together. Put lots of decoration in the tank. If there are places for the fish to hide they will be less likely to fight.

  4. Nippy fish, like Tiger Barbs, will terrorize the slow-moving Puffers, forcing them to hide wherever possible, which is NOT healthy.  Honestly, as long as you have sufficient plants, wood, and rocks for the other fish to hide behind/in, most fish are fine.  After a few days of initial nipping, my Dwarf Puffers were fine with Black Skirt Tetras, Phantom Tetras, and Danios.  Belligerent fish aren't a good choice, so go for more passive, low-profile fish.
