  1. ANY fresh water fish...they love hanging out at piers, docks...shade!!

  2. cast out looking for cat pike or even baby shark

  3. Well, it's actually going to depend on where you're actually going in the Monterey area.  If you're going to Monterey and fishing something like Seacliff, then you're going to find the normal perch, croaker, smelt, etc.  Along with those, during the summer, there are some striper and halibut.  These key in on the bait fish, so it's much more productive if you fish for these with live bait.  It's pretty easy to catch your bait out there.  Sharks and rays sit out there too, but aren't really all that common at some of the other Monterey piers.  I have only caught a few off the municipal wharf there.  Salmon and steelhead show up too, but since the salmon fishing is closed, that's a big No-No.  Steelhead however, are fun to target.  They aren't there very long, but you can bet they're following the salmon up the rivers, so you might get into some around the time you're there.

If you repost your question with a more particular area/pier, I can give you specifics on that particular pier.
