What football position?

is best for someone who can run fast, has a pretty good arm , but not skinny, and not as very strong ?

I would have to say running back or slot. If you are fast, have a arm and a little size, you would be very effective in the backfield where you can be used like USC and New Orleans have with Bush. As far as the strength, you can build that.
