  1. Can you re-word your question ?  It's not clear what you are trying to ask.

  2. The interstate system was designed for trucks and military use in general.  99% of freeways can be used by trucks.  The remaining 1% do have restrictions.

In Atlanta it is a law that Trucks have to go around the Loop and cannot go streight through.  Some construction projects such as 2 years ago, Indy went a major construction phase and was forced to go around the loop.

Wide and overhight loads sometimes has to get off an exit to go over the overpass.  And some places like San Antonio TX, there are upper and lower levels where truckers need to take the High Road for the low road has a clearance of 13'0".

Trucks can also take state routes and US Routes.  On a truckers atlas, the legal roads are highlighted inorange.  But some states have allowances to go on non-highlighted roads.

Others that have restrictions but don't enforce as much.

Tennesee you can go on Non- Designated routs

Missouri it is illegal, but they dont enforce it as much

Kentucky you will get a ticket in a second for being on a wrong road

  3. all of them
