Consider that tap water has dissolved gases which keep the moleules of water from coming closer to each other. That is why some ice is cloudy.

I put 2- 1 gal jugs outside last night, 1 filled with tap water and 1 with distilled water. Temperature was 26 degrees F. Checked this morning and the tap water one was froze, the distilled one was not. It wasn't even slushy. Everything I read says the distilled one should have also froze. Anyone that can answer that one?

@guest9191, doesnt that mean your tap water is some others' distilled water? personally, i would say it is distilled water that freezes faster.
