Starch in seeds is a food reserve that is utilized to provide easily metabolized energy source for the sprouting seed.  When people want to make alcoholic beverages, the seeds are sprouted, then heated to stop the enzymes breaking down the starch to sugar.  If it is toasted, it becomes malt as in malted milk shakes or malt balls!

    Starch is a food source for the seed embryo or germ!  It is used for growth of the embryo into a seedling.
