What games for PS2 are similar to GTA: San Andreas?

Well, for one, GTA is not a first-person shooter.

A first-person game would be you playing with your viewpoint being whatever the character is seeing.

You meant third-person. ;)

That should be enough. There's more open-world games on the newest generation of consoles simply due to the fact that it's easier to scale a huge city on more powerful hardware than the PS2-era of consoles.
