What gift to get for a Sweet Sixteen Party?

I was thinking about buying some Godiva Chocolates, a card, and some flowers. Is this okay for a sweet sixteen gift?

You don't mention if this is your brother, sister, boyfriend/girlfriend or just a friend or another relative.

If you don't think that's a "good enough" gift, you could always personalize it a bit by either making the card yourself or throwing in a gift certificate to a store you know that the Sweet Sixteen-er likes.
