What gives the right for cows to decide when its going to rain.?

They are obviously the rain gods! Or maybe the sun shines too brightly from their backsides, so when they sit, clouds have the chance to form!

Well, cows are out in the field grazing so they know first hand just how well the plants are growing and if they need to be watered..so I think it makes sense that they should be the ones to decide when it should rain... and it gives the farmer one less thing to do (farmers are very busy... cows aren't so busy...)

They are the secret rulers of the earth. Everyone thinks they are just mooing milk and beef providers, but the sacrifice they pay now is peanuts compared to when they eventually take over. Just wait, one day youll see Im right. I for one am kind to them, so they will remember me when the time comes.
